Intuitively, we knew there was a lot of rain this year, and especially this month, and we were right:

Two passing storms overnight dumped enough rain to make this July the wettest one in the city’s history. They also knocked out power to tens of thousands of area residents and raised fears of more flooding.

The wave of storms, which spurred tornado and flood watches across the area, raised this month’s rainfall total to 9.75 inches, drowning the previous record of 9.56 inches set in July 1889.

And with more rainy weather on the way, the record is expected to keep climbing, forecasters said.

“Ten inches isn’t out of the question,” said Andrew Krein, a meteorologist with the National Weather Service.

It could be even more.

A lot of rain wasn’t needed to smash the old July record.

As of early Wednesday afternoon, 9.05 inches had fallen this month at O’Hare International Airport, the official measuring station, about half an inch less than the record 9.56 inches that fell here in July 1889, according to the weather service. The city has averaged 3.51 inches of rain in July from 1871 through last year, weather service records show.
This July is now the ninth wettest month in Chicago history. The all-time monthly rainfall record is 17.1 inches, set in August 1987.

Simply and unequivocally criminal. Disgustingly craven, and a lot more besides. We wrote about this travesty back in November, 2008.

The EPA’s controversial 2008 decision not to regulate a drinking water contaminant long connected to impaired brain development and decreased learning capability in infants had more to do with the interests of the Bush administration than with scientific findings regarding its safety, according to a report (146 page PDF) released Tuesday by a congressional watchdog agency, the LA Times reports.

Perchlorate is a toxin in rocket fuel and fireworks, is present in most states’ drinking water, lettuce and milk, and is found in high concentrations near current and former military bases as a byproduct of weapons testing. The E.P.A. currently says it could be contaminating the public wells supplying anywhere from 5 million to 17 million Americans. The U.S. Government Accountability Office (GAO) was asked to look into the EPA’s evaluation of the known thyroid-disturbant, and found that the path to the no-regulation decision “used a process and scientific analyses that were atypical, lacked transparency, and limited the agency’s independence in developing and communicating scientific findings.”

Instead of the EPA’s usual process—which begins with creating a work group of “professional staff with relevant expertise from across the agency”—the Agency placed a “less inclusive, small group of high-level officials” in charge of the deliberations.

These high-level members included officials who answered directly to the White House, from the Office of Science and Technology Policy, the Department of Energy, the Department of the Interior and the Department of Agriculture. NASA and the Department of Defense were part of the board as well.

Not included in the work group was the Office of Children’s Health Protection, a bureau essentially created for this purpose, despite the EPA’s conclusion of the risk perchlorate poses to pregnant women and children. The chemical can inhibit iodide uptake, causing increased the risk of neurodevelopmental impairment in fetuses of pregnant women, and contribute to developmental delays and decreased learning capability in infants and children, according to the report.

“Everyone who’s paying attention knows that EPA Administrator Stephen Johnson is acutely tuned-in to the political signals coming from the White House – so tuned-in that his conversations with the executive branch have become a form of highly privileged state secret,” Sierra Club Executive Director Carl Pope told NBC in 2008.

 

The GAO report also found significant flaws in the actual testing process. The work group chose to use data from a 2005 National Academy of Sciences report, which was based primarily on the results of a single two-week clinical study which did not include infants or children younger than six years old.

Occasionally people worry that the Great Lakes are in danger of being sold off to the highest bidder, leaving residents with dusty mouths…

Part of living in the Great Lakes, one of the richest sources of fresh water in the world, is living with a little undercurrent of worry that someone out West or around the world is coveting our water.

That fear isn’t based on nothing – there have been schemes floated out there to load water into tankers and ship it to Asia, and trial balloons floated over the years.

…But just how likely is Great Lakes water moving that far west?

Not very, according to Noah Hall, a law professor at Wayne State University who used to manage the Great Lakes Water Resources Program for the National Wildlife Federation.

For one thing, there’s an agreement between eight Great Lakes states and two Canadian provinces that prohibits diversions outside the Great Lakes basin. Congress passed it and so did the president.  As long as that compact stays in place, the Southwest and the rest of the world should be out of luck.

Hall says the cost of moving water that far west, and moving it uphill to boot, is too expensive to be possible anyway.

“As a general matter, the West is short of water because it’s a desert, and we’ve chosen to settle and live there as if it’s an eastern climate,” Hall said. “A large, thousand-mile diversion from the Great Lakes to another part of the country is the least affordable, practical and feasible way of meeting their water needs.”

He said the Southwest is already considering other more efficient, cheaper options like conservation, and recycling and reusing water. They’ll have to learn to live with what they have, he said, not look to the Great Lakes. That could mean people starting to move back to regions with more water, rather than trying to bring the water to them.

“The West is a dry region,” Hall said. “The reality is it’s never going to look as green as it is in Michigan. If you want green all around, you probably should live east of the 100 meridian.”

Obama EPA orders cleanup of the Chicago River

The Obama administration is ordering an ambitious cleanup of the Chicago River, a dramatic step toward improving an urban waterway treated for more than a century as little more than an industrialized sewage canal.

In a letter obtained Wednesday by the Tribune (PDF), the U.S. Environmental Protection Agency demands that stretches of the river must be clean enough for “recreation in and on the water,” a legal term for recreational activities including swimming and canoeing. The order also applies to two connected waterways, the Cal-Sag Channel and Little Calumet River.

If state officials fail to adopt more stringent water quality standards, the “EPA will promptly do so itself” by invoking its authority under the federal Clean Water Act, the agency’s top water official told Lisa Bonnett, interim director of the Illinois EPA.

“A decade of investments in walkways, boat ramps and parks have provided people with access to the water,” Susan Hedman, the U.S. EPA’s regional administrator, said in a statement. “And now we need to make sure the water is safe.”

Federal officials have been suggesting the river improvements for more than a year but took more aggressive action because they believed state regulators haven’t gone far enough. Complying with the order likely will require more expensive sewer bills in Chicago and the Cook County suburbs, where homeowners and businesses pay among the nation’s lowest costs for treating human and industrial waste.

The nine-page order goes far beyond standards adopted last year by the Illinois Pollution Control Board, a state rule-making panel. The state’s plan limits disease-causing bacteria in the river, but only to a point considered safe enough for paddlers and boaters who briefly fall into the water.

What the Obama administration is envisioning sets the bar higher. As a result, two of the Chicago-area’s massive sewage-treatment plants would need to be overhauled to disinfect partially treated human and industrial waste that churns endlessly into the waterways. Chicago is the only major U.S. city that skips that important germ-killing step. Until now, the river and its connected waterways have been exempt from the toughest provisions of the Clean Water Act because it was long assumed that people wouldn’t want to come near the fetid channels.

Fiji Water Sued for Greenwashing

A novel strategy. Will it change anything? Probably not, unless people stop purchasing Fiji Water.

A Southern California woman has sued the FIJI Water Company in a class action complaint that alleges the firm’s claim of having a carbon-negative product amounts to false and misleading advertising that sways consumers to buy the pricey bottled water.

The law firm Newport Trial Group filed the suit on December 20 in U.S. District Court in Santa Ana on behalf of Southern California resident Desiree Worthington, who is described as having purchased FIJI Water repeatedly in the past four years — a period that roughly coincides with the start of FIJI’s carbon-negative marketing campaign.

FIJI Water announced the campaign in November 2007 as part of a broader plan to make the bottling, packaging and transportation of the product more environmentally responsible.

The complaint says:

“Defendants’ carbon-negative claim is deceptive and misleading … reasonable consumers of FIJI water understand Defendants’ ‘carbon-negative’ claim as meaning that FIJI water’s current operations remove more carbon from the atmosphere than they release into it. This is simply not the case; in reality, FIJI water’s operations do not remove more carbon from the atmosphere than they release into it. Instead, they use a discredited carbon accounting method called ‘forward crediting.’

“To reduce their carbon footprint, corporations purchase carbon ‘offset credits,’ which is a generic term for any tradable certificate or permit representing the right of the purchaser to emit one ton of carbon dioxide. ‘Standard offset credits’ represent carbon reductions that have already taken place. By contrast, ‘forward offset credits’ represent carbon reductions that may or may not take place up to several decades in the future.”

And Mother Jones adds:

Despite selling, you know, water, Fiji Water is not the most transparent corporation. The company, the subject of a groundbreaking investigative feature we ran in 2009, is now the target of a lawsuit for deceptively marketing itself as “carbon-negative.” A US District Court class-action suit filed by a Newport, California, firm on behalf of a Santa Ana woman named Desiree Worthington accuses Fiji Water of using a practice known as “forward crediting”: essentially, giving yourself credit for carbon reductions that haven’t happened yet.

In the lawsuit, Worthington argues that she paid more for Fiji Water specifically because it advertised itself as a carbon-negative product. She says she expected that the “carbon-negative” label meant that Fiji was currently taking more carbon out of the environment than it was producing. This is consistent with the company’s view: Fiji Water claims on its website to have been “a carbon-negative brand” since 2008, “under which we will continue to offset 120% of our emissions” (emphasis mine). However, under the forward crediting model, the offsets do not need to be currently occurring, they can simply be anticipated actions. Indeed, Fiji Water has said in a press release that the offsets necessary to make it “carbon-negative” will not be realized until 2037.

Hexavalent chromium1 found in drinking water in Chicago and elsewhere, and yet the EPA refuses to add it to their list of toxins to pay attention to. Criminal oversight, if you ask me.

The cancer-causing metal made infamous by the movie “Erin Brockovich” is turning up in tap water from Chicago and more than two dozen other cities, according to a new study that urges federal regulators to adopt tougher standards.

Even though scientists at the U.S. Environmental Protection Agency and National Toxicology Program have linked the ingestion of hexavalent chromium to cancer, the EPA doesn’t require Chicago or other cities to test for the toxic metal. Nor does the EPA limit the dangerous form of chromium in drinking water.

To take a snapshot of what is flowing through taps across the nation, the Environmental Working Group, a Washington-based research and advocacy organization, hired an independent laboratory that found the metal in treated drinking water from 31 cities. The amount in Lake Michigan water pumped to 7 million people in Chicago and its suburbs was 0.18 parts per billion, three times higher than a safety limit California officials proposed last year.

A handful of other cities were significantly above the proposed California limit, including Norman, Okla.; Honolulu; Riverside, Calif.; and Madison, Wis., according to a report to be released Monday. Levels in Milwaukee water were the same as in Chicago.

A Screaming Comes Across the Sky

So what is the main cause of this pollutant? Besides a lax, underfunded EPA that is? Industry, of course. Industry that spends millions of dollars defeating regulations that would at least mitigate some of this contamination.

Last year alone, records show, the U.S. Steel and Arcelor Mittal mills dumped a combined 3,100 pounds of chromium into Lake Michigan and its tributaries, less than 9 miles away from Chicago’s water-intake crib off 68th Street. (The federal Toxics Release Inventory doesn’t require industry to report specific types of the metal, but chromium-6 and chromium-3 convert into the other form and back in the environment.)

Indiana officials once sought to relax limits on chromium discharges from U.S. Steel’s massive Gary Works, the largest industrial polluter on the Great Lakes.…Industry has fought for years to block tougher federal and state limits on chromium, which has contaminated drinking water supplies across the country. The award-winning movie “Erin Brockovich” dramatizes one of the most high-profile cases: a miles-long plume of hexavalent chromium dumped by a utility in rural Hinkley, Calif., that led to a $333 million legal settlement over illnesses and cancers.

Arctic explorers have taken the first-ever samples of ocean water at the north pole after a gruelling two-and–a-half month expedition across the polar ice.

Headed by former bank manager Ann Daniels, the Catlin Arctic survey team achieved what last year’s expedition – led by polar explorer Pen Hadow – failed to do: reach the north pole and take water samples to measure the impact of a changing climate.

Pen Hadow, the survey’s director and last year’s expedition leader, said: “It’s not possible to imagine what this team has had to do to pull off this extreme survey. I consider them to be the world’s toughest to have done this.”

The survey hopes to measure how fast the Arctic Ocean is acidifying due to rising CO2 levels and what effect it has on the region’s animals and plants. Setting out in early March, the three-strong explorer team trekked over 483 miles across sea ice off the coast of Greenland to the geographic north pole.

Daniels said: “It has been an unbelievably hard journey. Conditions have been unusually tough and at times very frustrating with a frequent southerly drift pushing us backwards every time we camped for the night. On top of that we’ve had to battle into headwinds and swim across large areas of dangerously thin ice and open water.”

The team also struggled with ice cracks forming under their tent and thin ice and fierce north winds.

Last year’s Catlin Arctic survey, which found evidence that Arctic ice was thinner than expected, was beset by technical difficulties, and the team had to be airlifted off the ice before reaching the pole.

On their journey to the north pole, the Catlin team drilled, collected water samples – sometimes from 5,000m deep – and measured ice thickness.

As the adventurers forged north, a separate team of scientists undertook measurements and samples at an ice base north of Canada in -45C temperatures. Between the two groups, the survey has collected over 2,200 pieces of data from plankton collections, ice core samples and around 350 water samples. The samples will now be sent to British Columbia in Canada for analysis.

Globally, oceans have seen a 30% increase in acidity on pre-industrial levels, the fastest rate of change in 55m years. Scientists say that carbon emissions from human activity is to blame. The Arctic Ocean appears to be acidifying faster than warmer regions because cold water absorbs more CO2.

It Is a Bit of a Joke

Radioactive water that leaked from the nation’s oldest nuclear power plant has now reached a major underground aquifer that supplies drinking water to much of southern New Jersey, the state’s environmental chief said Friday. The state Department of Environmental Protection has ordered the Oyster Creek Nuclear Generating Station to halt the spread of contaminated water underground, even as it said there was no imminent threat to drinking water supplies.

The department launched a new investigation Friday into the April 2009 spill and said the actions of plant owner Exelon Corp. have not been sufficient to contain water contaminated with tritium. Tritium is found naturally in tiny amounts and is a product of nuclear fission. It has been linked to cancer if ingested, inhaled or absorbed through the skin in large amounts.

“There is a problem here,” said environmental Commissioner Bob Martin. “I am worried about the continuing spread of the tritium into the groundwater and its gradual moving toward wells in the area. This is not something that can wait. That would be unacceptable.” The company did not immediately return messages seeking comment. The tritium leaked from underground pipes at the plant on April 9, 2009, and has been slowly spreading underground at 1 to 3 feet a day.

At the current rate, it would be 14 or 15 years before the tainted water reaches the nearest private or commercial drinking water wells. But the mere fact that the radioactive water — at concentrations 50 times higher than those allowed by law — has reached southern New Jersey’s main source of drinking water calls for urgent action, Martin said.

Are wind turbines ugly? I think they are kind of cool looking, actually, sleek, modern, and of course they are a tangible symbol of alternative energy. I’d like to see a few spinning out in Lake Michigan.

No Lifeguard On Duty

EVANSTON, Ill.—Residents here are used to seeing nothing but water, sky and sailboats as they survey the horizon on Lake Michigan.

Now, many are wondering whether wind turbines would add to or detract from that view, as the city explores the possibility of harvesting the wind that barrels down Lake Michigan at an average speed of 18 miles an hour.

“We’re determined to find a way to reduce our carbon footprint,” said Elizabeth Tisdahl, mayor of Evanston, where the city council last week approved a plan to seek information from developers interested in building a wind farm about seven miles offshore.

The proposed wind farm, which is expected to be privately financed, is projected to cost $400 million, take about seven years to complete and include 40 large wind turbines capable of producing power for 40,000 homes. It is unclear how this would affect utility rates in the college town, which has about 30,000 homes.

All of those factors come into play with the biggest proposed development in the lakes so far, a $4 billion wind farm off Western Michigan proposed by Scandia Wind Offshore, a Norwegian-American concern. The project would supply enough power for 300,000 homes and have easy access to the Chicago and Detroit markets.

“This is the best spot in the U.S. for industrial wind power, without a doubt,” said Harald Dirdal, development director of Havgul Clean Energy, a Norwegian firm that is majority owner of Scandia Wind.

Scandia’s plans, unveiled late last year, have drawn heavy opposition from the tiny resort and retirement community of Pentwater, Mich., where residents fear the project four miles offshore would hurt property values while providing little benefit locally. Jobs would largely flow elsewhere, and the electricity would be fed into the regional grid.

“We won’t benefit from jobs, and we won’t benefit from reduced electricity [rates]. And we certainly won’t benefit from the windmills being in front of our sunset,” said Juanita Pierman, village president.

Scandia has since split the planned development in two, moving half slightly north of Pentwater and the other half offshore of Muskegon, where Scandia hopes a windmill manufacturer might locate a factory to take advantage of the large-scale development.

In Evanston, a community group called Citizens for a Greener Evanston spent about two years studying alternative energy sources, said Nate Kipnis, an architect who co-chaired the group’s renewable-energy task force. The group recommended the wind farm to the city council because it best captured the city’s most unique resource and could even become a draw for visitors, he said.

Others are skeptical. City Councilwoman Judy Fiske supported the vote to gather more information, but first read from three pages of questions she wants answered.

A picture provided by the backers meant to show how small the windmills would look from shore worried her. “It does give you a very strong sense that there is some development on the lake,” she said. “Suddenly you’ve lost that quality of serenity that comes from living on a large body of water.”

I usually don’t discuss my own dreams publicly, but this particular scene has stuck in my mind for a few days now, and I might as well add it to the Aether.

I was walking downtown, in some urban environment. Could have been Chicago, or New York, or even San Francisco, none of the buildings were familiar, just typical office buildings of glass and steel. The sidewalks were crowded, and people in business attire were exiting one of the buildings, wearing suits, or business casual attire, talking to each other and jostling and acting as if it were a typical summer day in the city. I noticed however that one of the guys had his pet on a leash, and then noticed that his pet was actually a seal.

The streets were filled with water, this was slightly in our future, and global climate change meant the oceans were now encroaching into the cities. Seals had become the trendy pet, and this gentleman was about to take his seal, and let him frolic in the former street, before returning after his lunch break.

Yemen chews itself to death over thirst for narcotic qat

California may have its iceberg lettuce addiction to blame for its drought, but Yemen’s water drought has a more direct cause: drugs. In this case khat (sometimes spelled qat).

There’s something a bit different about the three Rafik brothers proudly leading us around their field of lanky green trees, grown from the rich and rare soils of Wadi Dahr.

Unlike three-quarters of Yemeni men on the afternoon of a day off, there are no little green flecks around the teeth of Abdullah, Nabil and Ahmed: they are not chewing qat, they are growing it.

The bitter and mildly narcotic leaf is key to Yemen’s economy, and yet its enormous need for water is on course to make the capital, Sana’a, the first in the world to die of thirst. With the problem extending across the nation, the country is almost literally chewing itself to death.

From high on the scorched brown rock face that surrounds the Wadi Dahr valley, half an hour’s drive north-west of Sana’a, the fertile carpet of vegetation below looks miraculous. Like most of Yemen, these northern mountains are a dry and barren land. But the irrigation needed to grow qat, coupled with an exploding population, means Sana’a’s water basin is emptying out at a staggering rate: four times as much water is taken out of the basin as falls into it each year.

Most experts predict Sana’a, the fastest-growing capital in the world at 7% a year, will run out of economically viable water supplies by 2017. That is the same year the World Bank says Yemen will cease earning income from its oil, which currently accounts for three-quarters of the state’s revenues.

Wikipedia has this to say about khat since I’ve never tried it either:

The khat plant is known by a variety of names, such as qat and gat in Yemen, qaat and jaad in Somalia, and chat in Ethiopia. It is also known as Jimma in the Oromo language. Khat has been grown for use as a stimulant for centuries in the Horn of Africa and the Arabian Peninsula. There, chewing khat predates the use of coffee and is used in a similar social context.

Its fresh leaves and tops are chewed or, less frequently, dried and consumed as tea, in order to achieve a state of euphoria and stimulation; it also has anorectic side-effects. Its use is generally not limited by religion, though the Ethiopian Orthodox Tewahedo Church (along with its Eritrean counterpart) has forbidden Christians from using it due to its stimulating effects.

The stimulant effect of the plant was originally attributed to “katin”, cathine, a phenethylamine-type substance isolated from the plant. However, the attribution was disputed by reports showing the plant extracts from fresh leaves contained another substance more behaviorally active than cathine. In 1975, the related alkaloid cathinone was isolated, and its absolute configuration was established in 1978. Cathinone is not very stable and breaks down to produce cathine and norephedrine. These chemicals belong to the PPA (phenylpropanolamine) family, a subset of the phenethylamines related to amphetamines and the catecholamines epinephrine and norepinephrine.

Both of khat’s major active ingredients – cathine and cathinone – are phenylalkylamines, meaning they are in the same class of chemicals as amphetamines. In fact, cathinone and cathine have a very similar molecular structure to amphetamine.

When khat leaves dry, the more potent chemical, cathinone, decomposes within 48 hours leaving behind the milder chemical, cathine. Thus, harvesters transport khat by packaging the leaves and stems in plastic bags or wrapping them in banana leaves to preserve their moisture and keep the cathinone potent. It is also common for them to sprinkle the plant with water frequently or use refrigeration during transportation.

California is going to have to make some hard decisions about its water1 fairly soon. Their current model is just not sustainable. Doesn’t sound like Senator Feinstein’s plan is the solution, at least from where I sit2

A Screaming Comes Across the Sky

Senator Dianne Feinstein, who angered environmentalists, fishing groups and other Democratic lawmakers by proposing to divert more water to California’s farmers, said on Friday she was working to avoid controversial legislation.

Feinstein’s plan would ease Endangered Species Act restrictions to allow more water to be pumped out of the Sacramento-San Joaquin River Delta for growers in the state’s Central Valley.

Dramatic cutbacks in irrigation supplies this year alone from both California and federal water projects have idled about 23,000 farm workers and 300,000 acres of cropland in America’s No. 1 Farm state.

Feinstein’s proposal has quickly become a flashpoint in the state’s epic and long-running water wars as opponents say it could ultimately lead to the extinction of Sacramento River salmon and eliminate up to 23,000 jobs in the Pacific coast fishing industry.

So divert water so that California agribusinesses get it to spray wastefully on their crops? Short term fix, of course, but what happens in two years? Maybe iceberg lettuce is not what should be grown in the first place, nor year-round tomatoes and canteloupes. Maybe food cannot be as cheap as it once was. Something has to change, or this water war will continue forever.

And if California cannot figure out what to do, there are precedents of worse to come:

Yemeni water trader Mohammed al-Tawwa runs his diesel pumps day and night, but gets less and less from his well in Sanaa, which experts say could become the world’s first capital city to run dry.

“My well is now 400 meters (1,300 feet) deep and I don’t think I can drill any deeper here,” said Tawwa, pointing to the meager flow into tanks that supply water trucks and companies.

From dawn, dozens of people with yellow jerricans collect water from a special canister Tawwa has set aside for the poor.

“Sometimes we don’t have any water for a whole week, sometimes for two days and then it stops again,” said Talal al-Bahr, who comes almost daily to supply his family of six.

The West frets that al Qaeda will exploit instability in Yemen to prepare new attacks like the failed December 25 bombing of a U.S. airliner, but this impoverished Arabian peninsula country faces a catastrophe that poses a far deadlier long-term threat.

Nature cannot recharge ground water to keep pace with demand from a population of 23 million expected to double in 20 years.
